RTI spokeswoman Zinhle Mngomezulu said Musa Nene also had his licence suspended for six months.
Nene was trapped driving at 212km/h on the N2 near Park Rynie, about 10km south of Scottburgh, on September 29.
KwaZulu-Natal transport MEC Willies Mchunu welcomed the sentence.
"We strongly condemn the speed at which this young man was driving. It is a clear indication of how [some] motorists undermine the rule of law."
