The Daily Voice reported that the baby boy, named Jordan, was found in Commodore street in The Hague, Delft, on Monday after his cries were heard by a passerby.
"When I picked the baby up, the maggots were walking all over him. I took the baby home and when I started washing him, he opened his eyes," Shaheeda Davids said.
"It was like he was saying thank you."
Captain Frederick van Wyk told the newspaper the baby would be kept with social workers while they traced his mother.
He said the child was healthy.
